Texas is apparently a great state to live in, or even move to, to get help to run your small business, Rhode Island is the worst, pretty much the Northeast sucks in general as does California.  Check out the analysis, you might want to move your business.  State and Local govts should consider improving what it is that they do in how they serve small businesses much better than they have been.
